As per table Table 1. Debug Probes Features and Device Compatibility in the MSP Debuggers User's Guide SLAU647 the EZ-FET lite emulator supports all programmable MSP430 and CC430 devices which can use the 2-wire Spy-Bi-Wire (SBW) interface. Since the MSP430FG4250 only has a 4-wire JTAG interface, this means a MSP430FG4250IRGZR can't be programmed with a MSP-EXP430F5529LP launchpad.
