Nothing jumps out. Have you verified that the voltage at the pin is toggling properly? I.E. is there a serial signal to receive at the MSP430? Is the serial signal the proper baud rate for the MSP to receive it ( 9600 the way you have your code configured ). Also, since you don't show your main loop - do you have a while(1){ LPM1; } (or equivalent) in your main after enabling interrupts? If not, then your program is continually resetting and won't work. (Would be helpful if you posted the main() function code) Are you turning off the WDT?
